Default 96 Accord: No tach - HELP!

Well, I have a 96 Accord, and the tachometer does not work. I have the F22B1 engine. I have checked the distributor, and replaced it with a rebuilt one. The resistance of the CYP sensor is good, around 850 ohms. Oh, I have recently replaced the ECM and the Tach in the instrument cluster. I checked at the Test Connector with my Fluke 97 Scopemeter, and I have a good waveform. Yet, the tachometer does not work. Other ailments related, are the VTEC mode never kicks in, and the cruise control will not engage. I think all these are related to the ECM not sensing the engine RPMs.

What else can I check, to figure this out?
