I bought a new oem hood for my ek it, it had that black primer paint on it, so I notice that rust was growing, so my question is how do I go by removeing it, what kind of grid of sand paper, also should go down to the metal or just a light wet sand?

Depends on how bad the surface rust is. sand with eith 120 or 220 till ur through to bare metal reprime. sand the scratches out and paint the hood. Primer absorbs water because it is porous.
