Default B16 EF fluctuating a/f ratio+ignition timing at Idle

Okay Ive been struggling with this problem for a couple months now and tried everything I can think of.

The air fuel ratio on my aem wideband will start out lean when i start it up, around 17 or so then richen up to 14.7. Once it gets to that point it starts fluctuating between 14.7 and 15.9 every 5 seconds or so.

When I go and check the ignition timing it flucuates in and out of spec at about the same rate as the a/f ratio does.

The car runs decently down the road, but doesn't have the power it should.

Ive tried everything i could think of.

Oil pressure is good, so is Fuel pressure.

Bled coolant
reset ecu
swapped out ecu for know good one
set idle screw to spec

Yeah a p28 chipped with crome. I put a p30 basemap on my other p28 which is brand new and is outfitted with neptune rtp, hooked it up. same exact thing.
