Default 96 honda accord 2.2l vtec

I had a blown water pump.

Took of the:
Altenator, power steering, harmonic balanacer, all the belts, motor mount, belt covers, water pump

Replaced the water pump and timing belt.

Weep holes seemed good so I didn't touch them.

My TDC was offset a little towards the back which I was told was normal. But when turning the crankshaft to tdc it hits tdc a little before the cam lines up with the tdc mark. I tried starting the car with tdc set on the hash marks instead of actual piston No.1 tdc.

i smell gas when i try to turn it over and im getting sparks from all 4 cylinders.

how do i fix the timing being off?
is the timing the reason the car wont start now?

Is it 180 out? The camshaft spins half the speed of the crankshaft. It "should" run if it is off by a tooth or so, just not really good. however, if it is 180 out, then the valves open backwards. Intake during exhause exhaust during intake.

It's off by about 6 teeth. How would I adjust that?

Edit:
The water pump was busted up pretty bad and the timing belt kept slipping off when I was trying to set tdc before changing both parts. I ended up pulling off the belt replacing the pump and setting tdc with no belt on. Also the spark plug wire shafts were melted in to my valves and I had to bust them apart with an ice pick and a hammer. Could it possibly be the valves?
