2000 Honda Accord 5 speed 4 cylinder with 96000 miles Just cuts off while driving
I have a 2000 Honda Accord that has just started shutting off when I am driving it. Engine completely shuts down, rpms drop, all the lights on dash come on but the hazard light won't work. Waited a few seconds and it starts back up. Took it to one place thinking it could be alternator/battery both are good. Person there drove it and could not get it to do it. Primarily would happen while going down hill. Took it to second place that works on Honda models because it happened again two days later. This time it would not start right back up but after a few minutes it did. This fellow hooked it up to his computer, got no error codes, checked the air filter, fuel pump, nothing wrong with either. He drove it and was not able to duplicate the problem. He mentioned that it might be the main relay. I read about the ignition switch recall in 2002 that included this model year but when I checked with Honda today they said my VIN number was not on the list of the recall. I am scared to drive my car. After we had the car towed to the second mechanic(because I was to scared to drive it) now the check engine light is on (with no error codes)and the speedometer has stopped working.
Any ideas as to what might be going on. I would appreciate any thoughts.

Wonder if it is your distributor? Getting hot, and crapping out, then when it cools off, is better? Just a thought. What about your fuel level? Was it below 1/4 when it cut off?
It might have been close to that the first time, then I put more gas in it thinking the same thing you did about it being a fuel level issue. Second time it happened it was 3/4 full. It is just crazy.
Another cheap fix would be your fuel pump relay. Might want to test it several times...consecutively, let it get nice and hot. Theyre cheap though, so youmight just want to swap it out.
check all fuses, i remember a thread where a guys car was running and the who dash was off. turned out to be a half-busted fuse.
I would then clean the IACV
last resort would be to replace the ignition switch anyways.

the VIN not being on a recall list doesn't isn't really a thurough assesment of it's condition. you could try finding a good used one in the junkyard for a cheap try-it part.
with the other issues though it could be ECU related. if you can get your hands on one maybe try subing for a know good ECU.
