In need of help again

Hey guys.
So my 90 Accord is acting up again. It wont start but does crank.
To make a long story short I replaced a lot of the front suspension and steering parts. Drove the car for 2 weeks fine with no problems. I then parked it for 4 days and was using my truck. I decided it was time to drive the old girl again for a few weeks before I start fixing the Honda rot behind the rear tires and replace the door. I made it to work fine with no problems, when it came time to leave is when the problem started. It took 30 mins of off and on cranking before it fired. Drove fine with no issues for the 15 min ride home. I was staying somewhere else for the night so I left the car running as I ran in the house to grab a few things. When I came out it had stalled and now will not start, it just cranks and doesnt even sound like it wants to fire. It does have spark and does seem to be getting fuel(havent done a pressure test yet)pulled the screw after cranking, a few times. I just replaced the main fuel pump relay a few months ago when I was having the same issue. The "intake control solenoid valve" is making a whining noise and when I put my fingers on top of it I can feel a pulsating. My question is if this is bad will it keep the car from starting? Or is that a different problem all together.?

I really havent spent much time with it other the the day after when I checked the spark. Then cranked it and took the fuel pressure bolt out to see if fuel was there. Did that 4 times and each time there was gas there. Then it was going to rain so I went to put the windows up and noticed that noise. Was wondering what this "intake control solenoid valve" is and if this could possibly be the issue or if it is something entirely different.
