Won't start - fuel pump primes - check engine doesn't light up
Hi, my 1994 integra won't start. At first I couldn't hear the main relay click and the fuel pump prime, so I thought it was a bad main relay. I used this guide to troubleshoot the main relay problem. http://techauto.awardspace.com/mainrelay.html

I have battery voltage on terminal 1, but with the key turned to the ON position, I'm supposed to have battery voltage on terminal 5 (ignition I think?) but I only have 0.266V, so I put battery power on terminal 5 and now my main relay clicks 3 times and my fuel pump primes. However my check engine light doesn't turn on, and the car still cranks but doesn't start.
What could cause me to have only 0.266v on terminal 5 (ignition switch) instead of 12.67v like it's supposed to and how come the fuel pump primes and the main relay clicks 3 times but the check engine light doesn't light up?
I cleaned my grounds (the one on the thermostat housing too), and I have pressurized fuel to my fuel filter.

If your PGM-FI Main Relay is not getting full ign. power, [terminal 5, black/yellow] then other things in the car are also not getting ign. power.
Check the voltage on the black/yellow at the distributor assembly.
Check for power on IPG1 and IPG2, [yellow/black and only black/yellows] at ECU/ECM with ign. switch on.94

I do not have a diagram handy, but you should start at the ignition switch and follow the wire that goes from the ign. switch to terminal 5. You have .266v because you have resistance somewhere between the relay and the ignition switch or possibly a bad ignition switch itself...
Found it, problem was the part of the fuse box where the brown plug with the yellow, blk/wht and wht/black wires coming from the igntion switch plugs in, and there is also the holder for the fuse 24 for the pgm-fi that was broken. I broke it like a dumbass while removing my air bag harness...

Jezzzz, I see an AMP, [Scotch lock] two T taps, a rosebud and butt connector in that pic.
I also see what looks like three (3) power leads connected with the amp and T tap to a single source without fuseing
Please tell me that that is not alarm wiring, if so you realy need to "fix" that. 94
