Is this a fault or design?

I've got a 99 Accord and Im taking it for MOT today. (first one by me) but I noticed on right side of the car that theirs not parking light working. If I have it on dipped beam it works (different bulb) and when I put it on full beam it also works (which uses the parking light)
I pulled the bulb out and looking at it and it was fine, I then swapped it for the left hand side to double check. It was the same result, left side works but right side doesn't.
So I'm confused now as to whether this is by design or I do indeed have a fault. It just baffles me that bulb on the right side works on full beam but doesn't when it is on the parked setting. (bulb has one filament)

Check the ground? Maybe its a little weak? When on parking setting, there isnt enough amps to push through the weak ground, but when the other lights come on, the amps are enough? Just a thought.
