Intake/Exhaust Valve sticking out?

Default Intake/Exhaust Valve sticking out?

Anyone know what this means? bad ? Or is it normal?
Or they didnt put it in TDC? when they took off the head?
Anyway putting them back flat?
Sorry all the question bought this head for dirt cheap.

Put the cam mark up and do a valve lash/adjustment when installed

is there any way i can valve lash the head off the car?
found out they didnt put it in tdc when they took off the head -_-
my valves are open

why would not bringing it to tdc before taking off the head affect anything?were the valves stuck to the pistons or something?i didnt put my motor at tdc when i took off my head,and my valves were seated properly and certainly did not look as crappy as the ones in the pictures..

Your suppose to put it to TDC when taking off the head -_-

Well i just bought it and i want it to put it in place.
will it affect the head if i put it on my block and start it??
