Default 1995 civic sedan lx - fuel pump won't prime

hey guys well my car got stolen the other day and i just got it back
i started it up in the impound lot and it started fine and ran good
now at home it doesnt wanna start up
i cant hear the fuel pump turning on at all
idk what th problem is

if anybody knows please lemme know

Check fuses 31 and 24.

If you want help, then give more details --

How did you test the two fuses?

Does anything electrical work?

Does the starter crank the engine?

What was damaged when car was stolen? Post pictures.

etc.

all thry took was my cluster clock amp seats and my rims and clothes and stuff

nothing near the fuel pump was touched..i started it up at the impound yard and it started fine and ran. when i got it home i started to put in a kill switch for the fuel pump but stoped and re attached the wires to how it shuld be without adding anything and now it just cranks..everything electrical turns on( lights clock cluster etc...) itll just cranks

All this^ info should have been included in the first post. You almost surely blew fuse 31 or 24 as I mentioned earlier. Test both installed fuses for voltage.

Post pictures of the spliced wires.

ill go check again....both of the fuses are under the hood correct?

No. 15A fuse 24 is under the dash. (15A fuse 31 is under the hood.) See FAQs sticky for fuse box diagrams.

Test both installed fuses for voltage. Click "Test Fuses" in my signature.

every fuse under the dash is good and under the hood is good...still cant hear the pump turn on

Voltage test results? What are the numbers for 31 and 24? Do you know where these two fuses are located?

i dont have a meter i just used the light( they stole my meter)
it shows they are both getting voltage

could it be my ignition...like it isnt connecting with t he fuel pump when i turn the key?

Yup. Both showed voltage but I can't get the reading

Could my ignition have anything to do with the pimp not turning on?
When you turn the key from off to ON(II), does the CEL turn on and then off after 2 seconds?

Jump the service connector to see whether any codes blink from the CEL. Or does the CEL still just remain on steady?

for these years you do the pin in the blue connector on the passenger side right?

so i know theres two pics down there..i went to the two pin connector and it was blue...i put in the paperclip and nothing is flashing on the cluster..the check engine light just stays on..is there a special way to put the clip in

That's CEL code 0. Check power and ground to the ECU.
