No Spark, Underdash harness issue. obd1 setup

Icon2 No Spark, Underdash harness issue. obd1 setup

To start off, this is not caused by the Main relay, Coilpack, or ICM.
I have tested the complete dizzy into a working car, and it runs fine.

I am however getting little to no voltage at the dizzy, and the ECU for the ICM.
Yet I have power on the Black/yellow wire all the way to the dizzy from the main relay.

Also there is 1 CEL, which is #21 "VTEC spool solenoid valve", but I'm unsure how that would be related to the dizzy or prevent the car from starting.


Now for a little background on the setup ...
This was a perfectly working motor for the last car it was in, which was a dd of mine,
But I've swapped it into a new shell(2000 dc2 chassis), and I have converted the wiring down to OBD2a with a conversion harness at the ecu for an OBD1 hondata ecu.

Said underdash harness came from a 97 dc2 shell, which had some cut wires that I have redone, and I have also taken off unneeded sensors such as abs/srs/obd2 only sensors/etc.

Also everything was working in the car aside from the dizzy getting little voltage at the ICM,
which is holding me back from completely putting the car together.


I'm stuck as to where to look that is causing the problem, my first area was in the Logic Ground wiring but everything is there.

I am taking the underdash harness back out to open it up and go through the wires to see if I can find anything out of the ordinary.


Cliff:
No spark, not a distributor issue.
ICM/ECU reads less than 1.00v cranking.
No changes in setup aside from underdash harness.
