Sway bars are a personal opinion/feel kind of thing. As for the rest of your suspension, check the stickies. There are a couple good threads in there about suspension.
1996-00 civic EX/HX/LX will be easier to find. The other opiton is 99-00 SI, which isn't easy to find, and normally pretty expensive. you could also use a 94-01 integra sway bar.
for the rear. 99-00 SI, 94-01 Integra, 92-95 civic.
that's the jist of it.

If you have a stock suspension I'd encourage you to just get OEM spec swaybars.
Even once you modify/lower/stiffen your suspension the OE bars will still be solid.
You planning on autocross or road racing? Or just want a better feel from your grocery getter?

Indeed. If you're running an all season you're pretty much wasting your time with a good swaybar setup.
