Default Foggy lights ?

I just bought a new 02 accord and the headlights are super foggy does anyone have an easy solution that doesn't involve buying new headlights ?

is it going to fill the scratches or is it to stop the lights from fogging up ... sorry i worded the topic wrong

It's just to get the fog off and prevent it from coming back
