Default 99 civic/d16y8 engine - Vacuum hose question

hey, I got a very quick question on a vacuum hose that is not connected to anything. I searched the fourms before creating a thread. I found one where they said it is ok to just block the hose off, but no explaination why. Can anybody please enlighten me on what this hose is, and if it is actually ok to just block it off, and if not, what should I do with it. Thank you! Please see photo attached for the tube! Edit: car is a 1999 civic, d16y8 engine.

Bump! I just need to know if it is ok to cover this vacuum hose. Please help! Or if anyone have a diagram of where this vacuum hose.

Is it a FIA system hose? Has the head or IM been replaced?
