I was in stop and go traffic yesterday (mainly stop) for about 30-45mins and during that my car (D15b2 DX manual) started revving out the roof when I would push the clutch in, I had to ride the brake so it wouldn't rev as high since it burns oil pretty bad. But then the brake pedal started going to the floor and kinda scared me so I pulled over, and after about 20-30mins it was fine again but then started back up. I checked for vacuum leaks by spraying some pb blaster on the hoses when I got home finally but I couldn't find any.

Any ideas to what it may be or maybe a vacuum hose I missed?

Check your vacuum hoses may be a leak
