D15b "chugging" low load

Default D15b "chugging" low load

Got a Wagovan with a D15b. Obd-1 converted. Throwing codes for-

1. Vtec- pin is jacked up, haven't gotten around to replacing it cause its going to be a pita for sure
2. Tps sensor

Under low load most noticeable when cruising at say 25 mph the car feels like it chugs lightly. Tps checks out when tested to see if adjusted right, but I think there is a bad spot on the pointometer in the tps right where the throttle is held while cruising around in town.

Can't notice this on the highway or really anything over 40 mph.

Sound like I've got the right idea? Just looking for input or if anyone else has ideas. I know there are no vacuum leaks as well and everything else is tip top.

Messed TPS will make your engine run all jacked up.
Make sure TPS is wired correctly.
Calibrate TPS with a voltmeter.
Replace if necessary.

Wired correctly

Checked calibration and it measures to spec but I don't have the best multimeter so its hard to see if there is a glitch or not.

I've read on some Bimmer forums that a tps with a fault in one spot can cause slight chugging if kept in the area where the pointiometer is worn or has said glitch. Thinking its my issue as I'm throwing the code as well. Thank you for your input!
