Icon2 H22 Type-S (Red Top) EK

Hello guys,
I need a bit of help with an issue i'm facing with my ek that I just recently swapped an H22 into (obd-1 conversion and dyno tuned with a p08 using Crome). My mechanic informs me that my domestic model EK doesnt come with an ELD. The idle tends to dip at standstill and the car shudders. The dip is more so if I turn the A/C on or move the power steering right or left so I'm guessing the ELD or lack of it is whats causing the issue and the engine isnt compensating for the load. Everytime I have the A/C on and I come to a stop the rpm will go down to 300-400 causing vibrations and the engine to almost switch off.

I dont have an ELD in the fusebox in my model. Is there any way around this?

p.s: dont know if its normal but I dont get a CEL 20 for the ELD UNLESS the ecu is in diagnostic mode. no CEL otherwise and my tuner had originally disabled ELD but even after enabling it, no CEL unless in diagnostic mode.
