Car starts to lose power and dies, always starts when jumped. Igniter?

Cousins car, has had it about 6 years or so. He doesn't really take good care of it asides from the rare oil change.
Sometimes when driving, the lights/clock etc will start to dim, also the rpm gauge might drop to 0 or go a little crazy jumping.
The car will then start to lose power and normally eventually die.
Sometimes you can start it back up, sometimes you can't, like the car has a low battery.
But if you jump it, it always starts up.
We changed new battery and new alternator already, I also used a meter to measure the battery is good,
alternator is good.
I was thinking alternator wire was a little loose or corroded, because voltage fluctuates slightly sometimes if i shake it,
but if that was the case, jumping the car shouldn't matter correct?
I am now leaning towards the igniter. Igniter = icm? I see an aftermarket one on ebay for like $30, thinking about giving it a shot.
Does that sound right?

Also he was pouring regular for several years, he recently just started using premium the last 2 fill ups.
