Default Code 3 problem

So im getting a MAP sensor code.
I've tried 2 different sensors, and a known working ecu.
I went back to check voltage. The yellow/red wire gets 5v and the ground is working correctly. The white however is getting 0v both at the connector and ECU. Does this just require a replacement of the white wire?
