I have this problem in a 98 Hx. I put my key in "On" and fuel pump wont prime for 5 seconds all the way to 6 minutes or so.. It's hit or miss.. changed fuel pump. fuel pump connector. main relay. fuses 44, 13, g101. Help Honda geniuses.

 

check your cables
this might me be one heck of a idea it may be a ecu if you have a friend or an extra one lying around test it out

 

It was the ECU. wierd as shotttt... thx for input
