Default code 1 wont go away

ok so i have a gsr swapped 95 civic with a chipped p28, no jumper harness it is still an obd1 harness, my problem is that i have a code 1 that i cant figure out, i already replaced the o2 sensor with a new bosch oem replacement, and disconnected the battery for a half hour to reset the codes, but as soon as i started it the light came back on, i spent hours tracing wires last night and checking voltages and still didnt figure anything out, i have 12v where i should and ground where i should so idk what else to try, i figured out it has to be on the low voltage circuit since the heater circuit would set a different code so i thought maybe it was the green and white wire to the ecu not giving the right signal so i ran a whole new wire and cut the old one, same problem still so i disconnected the wire i ran but the car would barely run which means it was getting a signal and using it to run the car, so why do i still have this code? or am i reading the code wrong? is it not a code 1? its one long flash

well after reading a bunch of threads looks like iman idiot and it has been a code 10 all along, im also getting a code 22, but i think the 22 os just a wiring issue , so i will try to sort it all out today, where is the IAT plug located? i heard it can get mixed up with the purge selenoid
