OBD2 Immobilizer issue

Default OBD2 Immobilizer issue

Swapping OBD2 JDM H22a into my Civic EK (OBD2)...got my hands on Type R tranny. I'm not to savvy with wiring though and from what I've read, since I'm going OBD2 all the way, it's plug and play for the most part, but then again I've also read otherwise. whats the deal? do I need p13? what about immobilizer?

What year civic and do you need to pass emissions testing? Most JDM OBD2 ECUs don't have an immobilizer, but they wont communicate with a scan tool and therefore wont pass emissions testing. '96 USDM Prelude ECUs will communicate with a scan tool and don't have an immoblizer, all other USDM Prelude ECUs are immobilizer equipped and are useless outside of a prelude unless you swap the rest of the immobilizer stuff over and have a key programed for it.

i got a '98 Civic EX. this isn't going to be a daily drive, but would want to pass emissions test if possible. Hmmm...so even if i did straight JDM OBD2 Engine to OBD2 vehicle, depending on state (im in MD) and scan tool used, it mihgt not pass? unless i used '96 USDM ECU? And if I convert to obd1 and use chipped p28, same result? depending on state...

converting to obd1 won't pass an emissions test that requires a computer plug in. neither will a jdm ecu. neither will communicate via the obd2 port.
