The difference is the amount of palladium/platinum used in the construction of catalysts. 49 state units do not have as much and is reflected in the price point. There was debauchery a few years ago where a car would fail smog, owner told they needed a new catalyst, pay ~$300 for a new one installed, pass smog, but two years later the catalyst was dead due to the lack of materials. That's why here in Calif we get to only use CARB/EO# catalysts.
