My 91 civic STD 5 speed doesn't seem to have a clutch safety switch. Is it suppose to? and would that cause my fuel pump not to prime?

 

it might just be jumped.. almost all hondas ive owned the switch was jumped..

check the main relay

 

Check grounds and main relay.

Mike is right. One of the first "mods" most older honda owners do is jump the clutch safety switch.

Why, you might ask?

If you look behind the clutch safety switch, you'll see a little rubber piece. This is called a "break stopper switch/clutch stopper switch" and it breaks quite often in 90's hondas. When it breaks on the clutch safety switch, you WILL NOT be able to start the car since the circut isn't completed.

 

It's happened to me like two weeks ago ... That little breakstopper is in blue color . It took me a while to figure that out after replacing a lot of parts .
