Default 96 civic transmission problem

Im at a loss I have rebuilt trans in my civic but it still does the same thing .
it does fine for about 5 minutes then it's just like it's in nuetral,i put a guage on the line pressure it's 120 -130 lbs which is normal, then drops to between 20-40 lbs, shut off the motor for 30-45 secs then restart it will be fine for a couple of minutes then drops again.
This is the second time i have pulled it out a few valves may be a little sticky but not real bad ,i have tried another ECM and checked all connections and solenoids ,please if any one has had there trans do this please let me know what was wrong.
I have replaced all seals and frictions discs.and used 600 grit with atf on the valve bodies.

I just ordered a new filter to put on it ,yes i did replace the torque convertor
with a re-manufactured one,im just hoping the filter will do it ,im at my wits end with this tranny, I dont know what else to do if this doesn't work ,I would hate to have to remove and reinstall it for a 3rd time.
