Can not break 13's
I have about 35 1/4 mile passes with my 94 civic dx. my fastest time with out spraying is 14.2 at 98.8 mph. My car is a 94 hatch with a jdm H22a, T2W4 transmission, Hytech header, test pipe with 3 inch exhaust, tuned on a p28 making 197 whp on the dyno. I am running nitto neogens street tires 16 inch. 18 psi in the tires, I tried launching around 3,300 rpm 3,000 rpm and I could barley get 14.3 at 96 or 97. So I started launching around 5,300 rpm and got it down to the 14.2 just about everytime now at 98 mph. Am I expecting to much from the car. I am pretty sure the car should run a 13.8. When I spray My 75 shot I run a 13.4 at 105 mph. Again I think with spray I should be able to hit a 13.0 flat with street tires. Any input??????
I have seen a couple threads of people running 13.8 13.7 with a h22 swap and bolt ons in ek civics. My trap speed is good at 98 and my 60 times are 2.2 most times. a couple times I have hit 2.1

Yeah I can really see weight being an issue. I hit 13.9 @ 100 all day with just header and exhaust with a stock SOHC airbox on my B18C EG with 35psi Azenis cutting 2.1 60'. I take out the passenger seat and the rear seats, as well as spare tire obviously.
I have .4 liters less and I'm sure I'm no where near 197whp. Weight seems to be your enemy right now.

Get some slicks or 15" wheels on 205 or 225/50/15 drags
I ran 13.1 1.9 60 ft at 104 full interior and 3" full exhaust
Motor was lsv built head stock build bottom made same 200hp
I would even launch at 5k and ran 13.5 2.1 60ft same 104mph
Car weight 2240 with me lol I'm skinny though I don't see why u
Can't run 13 u make more trq

I ran 13.4 can't remember the mph! It was like 5 years ago lol. It was jdm h22a completely stock. It only had intake, headers and exhaust. Stock gsr ecu On 225 drag radials. With 75 shot it went a 12.7 with drag radials.
I will be going back to the strip on saturday. I will start with 35 Psi and play with different launch points and make adjustments from that point. Next season I will buy 2 spare 14 inch rims for slicks
Running those street tires with 35+ PSI is going to wheel hop like crazy on the track! If all you have is street tires try working with 25psi and go down from there. (too much wheel hop will harm your axles/tranny!!) get some slicks asap and u'll dive straight into the 13's!
Depending on the weight of your car you should be running your nitrous times but on motor. I would use the neogens also. They are not a bad tire for a street car that makes random trips to the track. Perhaps you just need a weight reduction and more seat time.
My car weighed 2300, made 170ish hp, and I ran consistent 13.6's at 102 with shitty fallen ziex ze512's.
If you would post up a breakdown of the time slip we could help you further.

As has been said numerous times, TIRES! My heavy Prelude with 197 @ the wheels ran those kind of times, at 3500 Ft elevation, but 2.0 60 fts on drag radials, so your civic would easily go 13s with drag radials or slicks.
I will be at the strip again on saturday. I will try a number off different tire psi and launch points. I know the car will break a 13 second run with slicks. But I was pretty sure I couls break 13 with out my nitrous and on street tires. **** I seen TURBO S2K running the same tires doing 11.6
Change one thing every pass while keeping others constant. If it doesnt help put it back or try something else. 30 passes doing the same thing isnt helping you learn the car.
Being from schenectady im assuming this was done at the valley. That's a mistake right there. Hit englishtown for the test n tune this sat while they have the track prepped for spring nationals.
Other things are tires and weight. Work on the 60 ft but try and at least source some drag radials..
