Default Car won't shift?

First off I'm going to start by saying I'm sorry but I'm new to this forum, so excuse me if I do anything wrong. I have a 91' Honda Civic EF hatch, with B18b1 swap with matching LS trans. The previous owner ghetto-rigged a short shifter. Well my question is this. The car will shift decently when when it's off, but once I turn it on, I cant get it into first, so I start it while in first (no biggie). I can up-shift decent through all the gears, but can NOT downshift into first while the car is on. Also, I can not push the car while in first with the clutch hitting the floor. The mechanic I just had put in the trans today said I might want to play with the Clutch cable to my fit, he also gave me a regular shifter, any advice is appreciated. Thanks so much!

If the cable isn't broken and it's adjusted right chances are the clutch disc spit a spring.

I appreciate your help, it was actually the clutch cable its self wasn't tightened enough. Some mechanic, huh?
