Default dpfi code 14 help

hey guys, so I'm helping a friend swap a motor from his 90 civic wagon into his 90 civic sedan. everything went smoothly and the car started up, although it wouldn't hold an idle and threw a code 14.

decided to clean out the iavc (or whatever its called, its on the side of the throttle body) and check if any mix ups with the clips. put it back in and started up and now it'll start up a little boggy but with some gas it'll hold an idle but still throws the code. driven it around with no problems just a low idle. was wondering if anyone could help?

- I've replaced the iavc with another and nothing changed.
- cleaned out both of them, with nothing
- triple checked the wires
- unplugged the valve with no change in the idle (meaning it doesn't work? but it did that with both of them I used)

if anyone could help, thanks in advanced

are you checking the code correctly? ECU LED blinks 14 times?

do you have the correct connector plugged into the EACV? - green connector with 2 wires, 1 black with yellow stripe and 1 blue with yellow stripe?
