What's the best way to prep for repaint my 1995 Honda Civic LX bumper cover. Its paint is pitted, peeling, chipped, etc.

Any & all info on fastest/easiest/cheapest way is appreciated re:

removing paint (just part or all, solvent, etc.)
removal (is it needed, is it just 4 screws in front & 2 on side, etc.)
prepping (flex primer or not, etc.)
