Default Need some advice... 99 TL radiator fan not coming on and car overheats

1999 TL

Already replaced thermostat, and fan switch on thermostat housing.. Still the car gets hot when going low speeds or sitting. I unplugged fan plug and ran 2 wires to pos and neg battery terminals and put in plug to see if fan would turn on but nothing happened. Shouldn't that have turned fan on? I also checked fan fuse under the hood and its good. How do you check a relay or is the problem just the fan itself. Any ideas? Anybody else have this problem?..

Thanks in advance for any help...

Also flushed the radiator several times to get air out and make sure nothing was trapped and put a new radiator cap on.. I was told could be head gasket as well.. hmm..
