Sounds to me like seal in turbo. Does oul come out of the cold side of turbo around fins? If valve seals were leaking it would blow blue smoke and mostly during high rpms or in vtec.

It is in both sides of the turbo so i got a new one and
Same thing...i took the turbo off and u can see oil in the
Exhaust side then when i looked into the exhaust mani
I could see where oil came threw and burned..

Looked like cyl #1 and 4 were feeding oil into the
Turbo

Compression and leak down tests, but it sounds like rings. Did you have the block and head checked for flatness before installing the new head gasket?

Sounds like you need to be running a restrictor.

Is it ball bearing or journal bearing turbo? Most ball bearing turbos require a oil restrictor on the inlet of the turbo... If you don't it will keep blowing the seals out and cause that oil to leak inside and outside of turbo
