Default How do Rebarreled Steelies Work?

I've seen these before and I have no idea how they do it. The painting is easy, but I don't understand how steelies are widened? I just thought it was a piece of sheet metal that was pressed into a shape and that was that. I've also heard that rebarreled steelies can also be made larger in diameter. Some people say no, but I have seen others say yes and provide pictures to prove it. Can someone help clear this up?

FYI, I did search this forum and didn't see anything about how steelies are rebarreled and made bigger in width or diameter.

Re-barreled steelies: This is where the face of the steel wheel is cut out of the wheel barrel and welded into a new barrel of desirable size.

Banded steelies: This is where they cut the barrel and add material in to make the wheel wider.
