Default Lag

I just had some belts put on I have a h22 in a 94 accord and now I have a big lag between 2 and 4 rpm I took it in and they said the belt are not tight no codes are coming up so I can't find the problem so has anyone had this problem

What belts were replaced?
If the timing belt was replaced and timed and or tension was incorrectly set the cams may be retarded. This would cause a delay in acceleration, similar to bad turbo lag.
