Powerful engine for 5K

I have 5k and i want to build a powerful engine for my 94 integra ls what is BEST route to go. Between 400-500 hp

i really don't think 5000 is enough for a nice setup.

boosted b18b1 or b20b built to handle 300plus hp. i like the ls build because of price. my opinion.

and a nice turbo setup and tune but like KYDEN said 5000$ isnt enough, and i dont recommend u cheap out on anything,but yea at least 6k$plus little nick nacks u might need while building
