Cigarette lighter doesn't work
So, I replaced the fuse. Did nothing. Just pulled the piece under the climate control off and come to find out it's not plugged in. But I can't find anything to plug it in to. Just a loose black wire and a loose yellow wire. I'm thinking the previous owners, along with butchering most other wires, may have pulled it out of the harness? Is there a diagram that shows which one it plugs into? I googled that **** to no avail...

There should be a small harness connected to the cigarette lighter receptical that connects back to another harness (It has a light bulb and a the power connector for the lighter) This is according to the Civic Service Manual PDF for 92-95. Is the 96-00 Different?
On this model year, that sub harness is present only if there is an actual ashtray installed (not just lighter socket).
You're missing the black plug on the yellow/black wire that goes to the lighter socket. You can just use two quick disconnect/spade type terminals from RadioShack. They will fit perfectly onto the lighter socket. Yellow wire to center pin on the socket.
And I wouldn't actually use this for a lighter. The yellow/black wires are something like 22AWG dental floss. The actual ashtray that comes with a lighter has beefier wire that home runs back to the fuse box.
