Default coolant temperature gauge problem.

Swapped a b16a into a 91 crx dx and I am having trouble with the coolant temperature gauge. The gauge is all the way down before I turn the key but when I turn the key the gauge will start going up. It will go up to about normal operating temperature before I even start the car. Once I start the car, the gauge will go up all the way within a minute or two. I know that it is not overheating though. New thermostat, water pump, bled coolant system, and radiator is full. I changed the temp sensor. That didn't help. Gauge runs off resistance so I thought it was faulty wires. Checked wires from sensor all the way to the gauge cluster and there was a normal amount of resistance in it. Bought the car with the stock engine bad so I don't know if this was a problem before or not. I am kind of out of ideas of what it could be. I would like to have the whole gauge cluster working instead of just adding an aftermarket gauge. This has been a big headache for a while and I really want to get this thing on the road. Any ideas would be greatly appreciated. Thanks.
