F22 91 acc EX valve cover stem broke

F22 91 acc EX valve cover stem broke
it is part number 90012-PT0-000 Bolt B
this particular bolt looks as if it goes through the rocker arm. I am trying to look at the schematics and it looks as if there is a pin or someting at the bottom of the bolt where it meets the head...
QUESTION<
Do i need to remove rocker arm to replace this particular bolt?
Can I just unscrew without worry of taking somthing out that may be in-line?
i know the backs part# 90013-PT0-000 can just be replaced simple enough...
