Driver's E-brake cable too short????

Driver's E-brake cable too short????
Car 96 EX sedan with 5 lugs
I need some ideas here guys. The brake cable on the drivers side seems to be about 1" or so too short. It takes two people to connect the cable back at the caliper. Someone has to push the 'brake lever' on the caliper inward while I pull on the brake cable to get it connected. What gives?
