Compression
OK car guys, question: Assuming the block is prepped with new rings, the compression is just right for the engine; but if then you take a layer off the block and the cylinder head, of course it will increase compression, but now is it too much that might cause something to break? I ask because in my honda service manual there is a min and max compression. Will going over the max be bad?

well if you shave off too much then you could get a piston hitting a valve.
Also depends on what type of fuel you are using. When you raise compression you need to use a fuel that it more resistant to combustion. As the air and fuel mixture is compressed in the cylinder it causes it to heat up, if the compression is too high for what fuel you are using it will cause knocking, and detonation. For optimal power, spark plugs fire about 10 degrees after tdc. With the increased heat from the added compression it could send the fuel and air charge to ignite before the plug even fires.

And I assume you mean for us to just adjust our timing with a timing light? (total noob question...I just don't want to misunderstand.)
If they shave the block and head within factory specs, you should be fine; they should be listed in the service manual.
For a high compression build, you definitely need some kind of tuning system to adjust the fuel and ignition timing (hondata, chrome, etc). You should already be running the highest octane fuel available at the pump and you'll have to stay there. General rule of thumb seems to be about 11.5:1 on street gas.

I am looking at buying a 96' Prelude "show car" from a used dealership in OH. I do not think they know what they have, they list it as "supercharged" but the sales person tells me it is turbo charged. The pics show the turbo. The engine is extensively mod along with the interior and exterior. The dealer can not give me any info whatsoever as they bought from an auction. Through carfax it shows only one title "corporate owned" I think possibly by Polk Audio as a competition vehicle. The engine is all chromed out and only says Honda on the bloc so I do not know what engine is in it. It has nitrous as well. Can somebody who is willing to look at pics that I can email look at this for me and tell me what I have here? If it is a good deal at $10K or not??

The lude has a body kit that is not too over the top for me as I am a professional business owner and need to take this to meetings at times. It does not look like a street racer or anything just a really nice prelude which works well for me. Inside the car has all late 90 electronics like an alpine 7"lcd flip screen, playstation 2, polk momo sub, xtant chromed amp, 2 polk speakers with a 13" lcd in trunk lid. Everything is sweet, outdated but the best at the time. I am wondering if I answer questions specific to what I know if people can start telling me anything about the car, if it is a good deal or what I need to do when I first buy it and bring it home this weekend? I have alot of pics from the dealer. It also has lighting package inside and out, gauges on the driver windshield pillar and digital gauges below the radio. I do not know what the gauges below the radio are for. There is also a digital "tuner" "fatt DG Blitz" wirelss thing that looks like a thumb drive. This thing looks awesome I just dont know what I have, Please help!!
I doubt they took a grinder to the block and ground off the engine code number. On the radiator-side of the block, right under the top radiator hose and to the right of the transmission, there is an engine code staring back up at you...h22_, f22_, h23_, etc.
Search the internet for that engine code number. I gotta be honest. If you don't know how to check the engine code, I think you don't belong in the "tuner" crowd. Like Ja Rule said in "The Fast and the Furious" (the first movie), "he'll (you) blow himself up..period".
And I mean this politely, but you really should start your own topic instead of opening a topic and asking something off-topic. That's called thread-jacking, and really you aren't advertising your question because it's hidden under the title of a completely different topic.
