Speedo and Tach not working right
Hey there, new member here, looking forward to becoming a part of the forums. Anyway, i bought a 93 accord lx last saturday because i need a car that gets better gas mileage for commuting. anyway, it has a few quirks.
My dad drove it back to his house, while i drove behind him. once we got there, we went over some of the issues. He said the Speedometer was about 12mph faster than what we were going (he called me as we were driving and asked how fast we were going, 68 and the speedo said 80)
so, when we came to a stop, the speedometer won't go down to zero, it stays at 10-12 mph, even when the car is shut off. The tach also stays at about 850 rpm, even when off. He said that the tach is slow to respond, but if he holds it at say 3k rpm, it will slowly climb to 3k.
i was wondering if anyone has experienced this issue, and what the fix is? i'm thinking bad ground. i checked relays and fuses and they seem fine, unless there is one i'm missing? i'd be trying to figure it out but he lives across town and i have trade school from 12-7, so i really don't have time to get over there and mess around with it. I'm gonna go over this saturday and finish up everything else i've been doing (cooling system overhaul, valve cover gasket, timing belt, oil change, fluid flush, bleed the brakes, etc etc) and i'd like to get this problem solved so i can start commuting with it on monday.

yea, it's frustrating. anyone have any insight? i'm gonna finish working on it tomorrow so i'd like some help before then. If i figure it out tomorrow though i'll be sure to post the solution!
