I have a 1996 honda accord 2.2lvtec auto. Since I bought it the fuel gauge has been stuck as full as it can move whether the car is on or off. I've removed the cluster and messed around with it and reseated the three screws holding the gauge in and even set the gauge back to E manually and when i reinstall it immediately jumps past full when i turn the key. When I had the gauge unhooked I would move it and it stayed in the same place; all the other gauges would return to their start point if you move them. Is this a bad gauge or a bad sending unit?

I noticed when you touch the needle, it messes up the reading. You should get a unit from your local junkyard and try that. If that doesn't work, it could be your fuel sending unit in the fuel tank.

 

Just pull your sending unit... its a potentiometer and will change resisteance as fuel level drops.

Pull sending unit from tank
find what wires go from the sending unit to the gauge
Use a DVOM to test resistance for the sending unit, it should change as you move the arm for the float
