Default d16 engine is powerless

First of all, I have changed oil, and spark plugs, and plug wires. The old spark plugs were white on the tip, indicating that it's running lean. Also when I get past about 2k rpms, I start blowing white smoke out my exhaust, which I'm guessing is from head gasket. Also once I get past 2k-2.5k rpms, car loses atleast 70-80% of power. Even when floored. Sometimes it makes a whistling sound when I floor it, almost like a turbo spooling, which gives me the idea it's a vacuum leak, or maybe radiator/radiator hose problem. Any ideas, I can post a video of my questions.

i would for sure do a comp test but, a leak down test would be much more effective since your actually pressurizing the cylinder. it would tell you alot about the condition of the engine when the 2 test are combined such as do i need a head gasket , how the valves are sealing(burnt, bent, seats), rings are they good and the compression will tell you how well everything is sealing under a cranking condition.... just make sure ya do it right and that will eliminate most questions on the conditions you seem to have...as for the lean out for sure check timing and or fuels system

Which could be the source of the possible lean condition.

Probably not the source of the whistle.

This ^ is what I would do next.

Also, a lot of white smoke is pretty much a dead-giveway for a bad head gasket.
