what is this on the SI rear sway bar?

nm the first question. anyone know if i can mount a sway bar with out that little mounting plate? pros and cons of having and not having that plate?

That bracket is used on the 96-00 civics. I bought the skunk2 and there kit included the same extension bracket. I am only guessing it positions the sway bar in the right place.
