OBD1 + B18 Boosted + HFC + Tuned = PASS GA Emission ???

OBD1 + B18 Boosted + HFC + Tuned = PASS GA Emission ???
Hello all,
I've searched a little but haven't really got the exact answer from experience people. Unfortunately, I located in one of those GA Counties that requires the SNIFF Test for OBD1 cars.
It's been a while since I owned one so I'm not sure but I think that with HFC (2 Cells metallic cat) and a good tune, I would be doing fine with the sniff test right?
