i have a 98 civic lowered on Tein S tech springs, would i need camber kits to run spacers?

That all depends on how big the spacers are, and the rims you have. Those springs say 1.9" F and 1.7" R drop so you most likely wont need a camber kit. I know if your gonna go aggresive and slam, the camber will help you so you can go negative camber to fit the wheel best
