JDM ITR headlights: what is this part the comes with the lights for?

JDM ITR headlights: what is this part the comes with the lights for?
These lights come with the black rubber seal which covers the part of the rear housing where the 9006 bulb goes into. Now, this seal comes with a small, gold colored metal bracket of some sort. What is this for? Is is some kind of grounding system or what?
