No spark, fuel pump not priming

Im not getting any spark, the fuel pump isnt priming...no power is going to it.
Ive replaced the main relay and even put it into a friends car and it worked fine. I also put my ecu into a friends car it also worked fine. The CEL stays solid when the key is turned on. I have also sanded down where the themostat is grounded. all fuses are good...pretty stumped, any ideas?

The main relay gets voltage from fuses 44 and 13. Verify that the main relay connector gets voltage on both of those main relay connector terminals by shorting those terminals to the fuel pump terminal to see whether the fuel pump runs.

For OBD1, the Grn/Yel wire pins to A7 and A8 in ECU connector A:

With the key in ON(II), redo the grounding test with each of those two terminals. Does the pump run?
