16x8 Enkei RPF1 +38 questions

So I picked up a set of 4x100 16x8 (to my surprise) Enkei RPF1's today with +38 offset. They are mounted on 225/45/16 BFGoodrichg-Force T/A KDW 2 tires.
Couple questions here..
-Do I need hubcentric rings? Why or why not?
-Is it not safe to run 205/45/16 tires because they only go up to 7.5" or can I deal with that .5" of stretch?
I'm just asking these questions for safety since I haven't mounted the tires on yet. I don't them to fly out or break on me lol.

Not necessarily. They're only going to eliminate smaller vibrations experienced in the car, if the wheel doesn't seat properly to the hub. They're not always necessary (especially with a lot of aftermarket brake kits that don't have hub seats on the brake rotor).
You pretty much answered your own question. If the tires are only rated to 7.5" wheel widths, putting them on an 8" wide wheel is unsafe.

For some reason 205/45 are always recommended for upto 7.5 inch width yet 205/40 are recommended for upto 8 inch width.
Keep in mind that all tires do not stretch the same way. This is true for different models of same brand as well.
I.E.
Wheels in front are 16x8 with 205/45/16 Bridgestone RE01Rs
Wheels in rear are 16x7 with 205/45/16 Bridgestone Grid II

Well i have upgraded brakes, the two piston legend calipers on mini cooper rotors so I think it's better for me to get the rings since the rotors are not hub centric..
Also, is there any tires that you recommend for 205/45/16 in a 8" wheel?

Is it safe to run a 40 sidewall though? Its more easier to pop or bend the rim when I hit a pothole right? Does it throw my speedometer off ?
I would do 215 45 16 but tires are very limited and the price is just way up there. I found a good deal on 215 40 16

Also, do you know what type of lug nuts fits?
I ordered a set of closed ended blue WORK RS 12x1.5 lug nuts last night but I'm doubting myself about if they will in the rim hole to or not.
I know the spline lug nuts like muteki and gorilla work, as well as the open ended ones but I don't like them because of corrosion/seized up reasons.
EDIT: I confirmed they do fit. See pics

bump...i can't decide if i should stay with 40 or 45 sidewalls. i live in chicago with many potholes, how harsh is the 40 series and how big of an impact can it be to my rims? can one big pothole basicially bend them?
As stated, 205/40 is safe to run on 8 inch wide wheels therefore 215/40 is also safe to run on 8 inch wide wheels. For some reason, the 205/45 is recommended upto 7.5 inch width although I did run 45s on 8 inch width with no issues.

Do you guys know if Hankook VENTUS HRII H405 tires are any good? I've been reading mixed reviews about them. Some say they are crap and the sidewalls blow out on them, others say they are good.
