Default 88 ED3 DX Power Steering stopped working

Sup everyone, I have an 88 ED3 that has had no power steering for a while now. I checked to see if the belt broke or something and it spins, it has the fluid topped off also. I assumed the pump was wasted so I got a good working one for only $15, popped it on and still nothing. I looked closely at everything and theirs alot of air coming out of the return line, I can see the bubbles thru the res. the resivor seemed a little clogged so I cleaned it very well and got it to flow fluid better..popped it on and still no power steering, and, I still have alot of air coming out the of the return line. any pointers would be great this is the family driver for everyone and the steering is pretty stiff.

In order to get the air out of the lines, leave the cap off the res. Turn the steering from point to point, over and over again until the low fluid noise goes away.

so those bubbles should all escape? I'll do that first thing in the morning and wait till all the air comes out. I tried turning it lock to lock while the wheels were on the ground but I'll turn into the hulk when I'm done. thanks for the response
