Default 96 Civic EX - cut Yel/Blk wire

ok. so i bought a 96 civic ex from a guy recently
the d16y8 motor was replaced with a y7 motor
i had a CEL so my first thought was maybe it still had the p2p(y8 ecu) in.
i was correct. so i bought a p2e(y7 ecu) and it didnt fix the problem. and yes, i made sure it was from a 96-98 civic w/ 5 speed trans.
also noticed the y8 harness was still in cause there are a few plugs up under the engine that have nowhere to go. understandable considering its a y7, so it doesnt have a vtec solenoid to plug into. so i finally called a friend and he came by with his obd2 code reader. it wouldnt link to my car. but heres whats puzzling me. when i replaced the ecu, i noticed one of the wires on the one the connectors was cut...the wire is yellow with a black stripe...maybe a different dark color.

could this be the issue??? anyone know where i can find a diagram for the harness to ecu or kno what the wire is?

if i could just get the obd2 code reader to link, i could find out WHATS throwing the cel

You don't need a code reader to check codes. Look at the last link stickied at the top of the section

alright...so your link helped out alot. i now know whats throwing the cel.
it turned out to be my IACV.
would i need to replace it or just take it off and clean it thoroughly??

y8 manuals use a 2 wire iacv and y7 and y8 auto's all use a 3 wire iacv so you might have to add the wire and move one at the ecu .
